In 2009 CTEC launched a policy initiative to identify barriers to
telehealth growth and to recommend policy and action steps to
further the implementation of this important technology.
Chartered as a Collaborative, CTEC engaged telemedicine
stakeholders including health care organizations, provider
groups, consumers, payers and funders, government agencies and
experts from across California. The Collaborate developed a
unified perspective on policy and strategies necessary to
overcome barriers to widespread adoption. The results and
recommendations have been published in CTEC’s, Optimizing
Telehealth in California an Agenda for Today and Tomorrow.
This report provides the broad views and opinions of telehealth
experts and interested organizations about needs, concerns, and
barriers to telemedicine expansion in California. It is a summary
of the focus group project conducted by CTEC in 2008.
This report provides qualitative meta-review of 21 literature
reviews on the clinical and cost-effectiveness of telemedicine.
The report examines published research on issues relevant to
telemedicine reimbursement, specifically focusing on three
primary research areas: clinical efficacy, cost-effectiveness,
