Mentor Program

Mentor Program Goal

The goal of the CTEC Mentor Program is to create a network of mentors to serve as role models and advisors for the development and application of Telemedicine & eHealth technologies and programs. The Mentor Program is a component of CTEC’s vision to serve as a resource center for Telemedicine & eHealth throughout California.

Intended Benefits & Outcomes:

  • Localized, highly tailored technical support to grantees and others involved in Telemedicine & eHealth applications;
  • A network of Telemedicine & eHealth advocates to serve as “community champions” for CTEC’s vision of established statewide Telemedicine & eHealth services;
  • Increased recognition of CTEC as the primary resource for eHealth approaches to increasing access and utilization of health services;
  • Enhanced opportunities for organizational networking and collaboration among all parties involved with mentoring services;
  • Distribute and place “stories from the field” demonstrating the impact and value of Telemedicine & eHealth in reducing disparities and improving health care access;
  • Increased investment in Telemedicine & eHealth by community health providers; and,
  • Sustainability of Telemedicine & eHealth technologies and programs through organizational capacity building and community mobilization.

These mentors are previous CTEC grantees and partners who have demonstrated a commitment to the advancement of Telemedicine & eHealth. All of these grantees have had documented success with their Telemedicine and eHealth education programs.

2007 CTEC Mentors

Roger Berg is the Manager of Cardiopulmonary Services & Telemedicine for the Ridgecrest Regional Hospital. Ridgecrest Regional Hospital (RRH) has been actively involved with Telemedicine since September 2001. RRH started with telecardiology and have expanded their Telemedicine Program to include specialists in cardiology, psychiatry, pulmonology, dermatology, and ophthalmology. They also work with a dietician, exercise physiologist and a diabetic educator to provide educational diabetic consults and a series of 6 seminars. RRH works with the Blue Cross Telemedicine Network – Blue Cross Managed Care and Healthy Families. RRH has also developed a web portal from the hospital web site for the National Library of Medicine for their spoke sites in Lone Pine, Bishop, Trona, Mammoth and Kern Valley Hospital.


Jorge Cuadros, OD, PhD, has developed several programs for remote clinical diagnosis and distance learning, including programs in China and Latin America. EyePACS was developed as an open access system for clinical communication in eye care, and has been used for teleconsultations, retinopathy screening, home care, education, digital grand rounds, and research. Currently, Jorge is the Director of Informatics Research at UC Berkeley’s Clinical Research Center in the School of Optometry. Jorge is a member of DICOM’s working group on data interchange for ophthalmic diagnostic information objects, the defacto international standards organization for eye care imaging. He is also a member of Health Level 7, the American Medical Informatics Association, and the American Telemedicine Association. As past co-chair of Association of Schools and Colleges of Optometry’s informatics special interest group, Jorge began the development of informatics standards for optometry schools. His doctoral thesis is entitled: “Low Complexity Adaptable Image-Capable Systems for Inter-Clinician Communication”. Current work is supported by CTEC and the California Health Care Foundation for the development of a state-wide diabetic retinopathy screening program using telemedicine. He is also co-editor of an international collaborative book, “Teleophthalmology” that will be published in February, 2006.


Susan Ferrier serves as the Regional Telemedicine Program Coordinator for Northern Sierra Rural Health Network, a non-profit corporation consisting of over 40 rural clinics, rural hospitals, public health departments, and other health care providers located in eight Northern California counties. Susan has a been working with telemedicine programs since 1999 when she worked with vendors, telecommunications companies and rural NSRHN sites during installation and start-up of NSRHN MCU bridge. This involved assisting with bridge equipment and configuration, rural site telemedicine equipment configuration and several telecommunications companies to determine and correct technical problems. Currently, Susan provides technical assistance to rural sites, coordinates the line installation, purchase of appropriate equipment, on-site installation and configuration of equipment and training of site coordinators in use of telemedicine and required telemedicine program reporting. Susan also submits USAC paperwork for NSRHN telemedicine sites.


Leonard Goldschmidt, MD, PhD, is Director of Telehealth and Medical Informatics at the Department of Veterans Affairs Palo Alto Health Care System, and Director of the Eye Clinic at the Livermore VA Clinic. Dr. Goldschmidt has vast experience managing projects in telemedicine, including remote medical consultation, home care, care of patients with spinal cord injury, and teleophthalmology, among others. He has also worked as a international telehealth consultant on projects in Nepal, India and Lebanon. Most recently, his interests have focused on innovative patient education using advanced technologies. Dr. Goldschmidt was the recipient of the 2003 California Pacific Award for Excellence in Patient Education, for designing the Patient Education and Service Kiosk project funded by CTEC.


Michael LeBrook is the Telemedicine Manager for Plumas District Hospital (PDH). Michael has been at PDH for nine years and has been coordinating the PDH Telemedicine program since 1997. While at PDH, Michael has worked in a multitude of departments, including x-ray, ER, switchboard, billing, and telemedicine. Over the past eight years, Michael has been instrumental in the planning and development of the PDH telemedicine program. He has been involved in the establishment of telemedicine polices and procedures, as well as the development of telemedicine reporting forms for PDH. Michael is especially interested in sharing what he has learned over the years so others may benefit from his knowledge, expertise, and experience.


Connie MacLean, is the Telemedicine Site Coordinator for Ridgecrest Regional Hospital (RRH) and has been involved with Telemedicine since 2000. Connie has experience in writing Telemedicine policies & procedures, Telemedicine consent forms in English & Spanish, Telemedicine referral forms, and patient surveys. Connie has participated in the implementation of the Telemedicine program at Ridgecrest Regional Hospital, Southern Inyo Clinic in Lone Pine, Toiyabe Indian Health Clinic in Bishop, Catalina Medical Clinic on Catalina Island, College Community Services in Lake Isabella, and Kingsburg County Hospital. Connie also has experience in trouble shooting equipment and peripherals, grant writing, and network development. In addition, she has been involved in program development, technical set up, IT support, videoconferencing, and store & forward applications, distance education, and health websites.


Lisa Verschueren, is the Telemedicine Program Manager for the Community Clinics Health Network’s (CCHN) Agricultural Worker Research Worker Project. She joined the CCHN in June 2005 to manage the Telemedicine and video conferencing activities of 13 clinic sites spanning three counties and a video conferencing bridge at CCHN’s San Diego office. She has over 20 years of healthcare administrative and management experience, primarily within the non-profit arena, which is her passion. Lisa has developed numerous grant funded community-based healthcare and educational programs, as well as worked in hospital and clinic environments. She has a Bachelors Degree in Business Management and is currently working on her Master of Business Administration in Healthcare Management. As the Agricultural Worker Research Project manager, Lisa is responsible for the project’s development and day-to-day operations, which includes providing support to site coordinators and creating project depth.


Joyce White, R.N., has served as Nurse Case Manager and Site Coordinator since the inception of Oroville Hospital’s Telemedicine Program in 1999. A department of one, Joyce is responsible for receiving referrals, scheduling patients, equipment set-up, preparation for and participation in specialty consults, and patient follow-up. She works with providers, outpatient services, and community resources to facilitate access to medical care and patient education, and with patients and families to encourage participation and follow-up. Joyce also serves as the Oroville Hospital CME Coordinator, assisting to identify provider needs and bring both teleconference and in-person educational events to Oroville. She works closely with Butte County Heath Department to schedule in-service programs relevant to community health issues.

Mentoring Knowledge Areas

CTEC mentors can provide resources and support in a number of areas, including, but not limited to:

  • Telemedicine & eHealth – Program development, technical set up, IT support, videoconferencing, store & forward, distance education, health education kiosks, health web sites
  • Network Development – Building networks, working with Community Based Organizations, partnering agreements
  • Technical – Software (electronic medical records, practice management systems, database development), hardware (videoconferencing), networking (including wireless), training, web site development
  • Education & Curriculum Development – Online education, disease management, health education & training, bi-lingual education
  • Grant Writing, Fundraising & Marketing – RFQ/RFP development, marketing, online donations
  • Operation & Administrative – Reimbursement strategies, contractor negotiations, appropriate staffing, strategic planning, project management
  • Communities & Target Groups – Youth, agricultural workers, disabled community, blind and visually impaired, rural and underserved regions
  • Other areas
