Seven Steps to Successful Telemedicine Program Development

CTEC's Telehealth Program Developer™

Step 1 Determine Needs

This step assists with determining service needs, prioritizing services recommended for delivery using telemedicine technology, and creating a needs assessment report.

Step 2 Define & Specify Program Model

This step assists with identifying the specific clinical services the telemedicine program will target and the telemedicine program model that will be used to deliver those services.

Step 3 Develop Business Case

This step assists with evaluating the costs, benefits, risks and other elements of the proposed telemedicine program and assist with consolidating the outcomes into a business case report.

Step 4 Plan Program & Technology

This step assists with identifying the detailed programmatic and technical requirements necessary for delivery of the targeted services and the creation of a comprehensive project plan.

Step 5 Develop Performance Monitoring Plan

This step assists with identifying how the telemedicine program will be assessed and will assist with the development of a performance monitoring plan to ensure the necessary processes are in place to gather the information needed for routine evaluation.

Step 6 Implement Telemedicine Program

This step assists with ensuring that everything needed to make the telemedicine program operational is completed and ready for roll-out. The plans, decisions, and approaches identified in Step 4 and Step 5 are put into action.

Step 7 Evaluate & Improve Program (Ongoing)

This step assists with ongoing evaluation to determine if the program is achieving the desired clinical and business outcomes, as well as to identify changes or improvements that may be necessary.

CTEC Program Developer™ Overview Guide

This Guide provides an overview of the CTEC Telemedicine Program Developer™. It is designed to be a companion to other CTEC telemedicine publications, as well as a guidebook when working with CTEC on program development. This guide is geared to the development of telemedicine programs, but can be easily adapted and used in the implementation of other telehealth programs. This guide will be useful to program developers, administrators, clinicians, IT staff, and anyone interested in exploring the development of a telemedicine program.
